Uncontrollable Flagellants
This NPC is a Kill Collector, and will reward you with XP for killing any and all Crazed Flagellant that you may find. For this you will be rewarded with 102 XP per kill, above and beyond the XP you will gain for the actual slaying.

If you max out Influence with this Kill Collector you will receive an Influence Reward. However, it does not tell you what the reward is and I have been unable to find it. It may be something I can buy in the city, but I have no new item unlocks under Rewards in the ToK.
