Unable to locate the quest, therefore comment against the NPC.
Windmill - Light the pile of wood located on the platform of the windmill.
Mead - Located at the Wilds of War (PQ), when you stand on the road facing the camp you will see a large camp fire in the centre. The mead is a small barrel just to the left of the fire near the sleeping Huntsman.
Spices - bag of spice is sitting behind one of the caged prisoners (Accused) at the Accused at Macabre Fervor (PQ). If you approach from behind you can avoid engaging in fight.
