When you get to the Cave, make sure you'er over lv 25 and a Tank or bring a couple of others along, fore their are planty of "Windgate" and "WindSpinners" Spiders along the way, that you need to kill.
Travel through the Cave till it open up and then head South to the lower outlet (way out of the Red Zone) and go to the right as you enter this outlet. "Foulwind" the protecting lv 24 Spider will be before you and when killed drops both a level 21 "Shouded Battlecoat" (for everyone) and a Level 21 Shadow Warrior "Shrouded Maskhelm" worth 104 armor.
Behind or to the right of where Foulwind is is the Scepter, it has a Red ball on it. Location 53648-53453. And then you have to fight your way out again.

Particulars
Travel into the Annuliii Mountains, to the northwest of Grimwater in Silverglen, and find the Cave of Narielle.
Retrieve the Scepter of the Winds from within.
Return to Soliana Whiteflower at the Shining Guard camp in Grimwater when you have the Scepter.
